RDFI Joins Other Civil Servants to Celebrate African Public Service Day

SANNIQUELLIE, Nimba County – The Rural Development Fund Incorporated (RDFI) joined scores of public institutions, civil servants, and government officials in Sanniquellie City, Nimba County, on Thursday, June 25 as Liberia marked the 2026 African Public Service Day. It was the first time that the event was observed outside Montserrado. The celebration, organized by the Civil Service Agency (CSA), was held under the theme: “Enhancing Public Sector Institutions and Empowering Multi-Stakeholder Partnerships to Achieve Universal Water Availability and Safe Sanitation by 2063.”

The event began with a colorful parade through the principal streets of Sanniquellie, featuring public servants from ministries, agencies and commissions alongside the Armed Forces of Liberia marching band. The procession ended at the Sanniquellie City Hall, where senior government officials, development partners, civil society organizations, and citizens gathered for the official ceremony.
RDFI’s delegation included Finance Director William N. Morgan, Assistant Finance Officer James T. Ballayan, Human Resources Officer Samera Johnson, Program Director Sylvester K. Binda, and Chauffeur Ernestine K. Lindah.

Speaking during the ceremony, Civil Service Agency Director General Dr. Josiah F. Joekai described the occasion as a defining moment in Liberia’s public sector reform agenda, emphasizing that the government’s decentralization policy is steadily transforming the delivery of public services across the country.
Dr. Joekai said the decision to host the national celebration in Nimba County reflects President Joseph Nyuma Boakai, Sr.’s commitment to decentralization, inclusive governance, and ensuring that government services reach citizens beyond the capital.

“This celebration is not merely symbolic,” Dr. Joekai said. “It demonstrates the government’s determination to bring governance closer to the people and ensure that development is experienced in every county, district, town, and community across Liberia.”
He noted that the establishment of regional government offices is already improving access to public services while strengthening institutional effectiveness throughout the country.
Representing President Boakai at the national celebration, Vice President Jeremiah Kpan Koung paid tribute to Liberia’s public servants, describing them as the driving force behind the country’s development.

Addressing government officials, traditional leaders, development partners, and members of the public, Vice President Koung praised civil servants for their commitment and sacrifices, noting that their contributions remain indispensable to the effective functioning of government institutions.
“Behind every functioning school, health facility, road project, public utility, and community development initiative are public servants whose work often goes unseen, but whose contributions are essential to improving the lives of our people,” the Vice President said.
He challenged public servants to uphold the highest standards of integrity, accountability, and professionalism in the discharge of their duties.

“Our people expect actions, not words; results, not excuses; and solutions, not explanations. The true measure of public service is not what we promise, but what we deliver,” he added.
The celebration concluded with the presentation of awards to outstanding public servants, public institutions, and government agencies in recognition of their exceptional performance and contributions to strengthening public service delivery.
The hosting of the national African Public Service Day celebration in Sanniquellie marks a significant milestone in Liberia’s decentralization agenda and signals the government’s continued efforts to strengthen public institutions while promoting inclusive governance across all fifteen counties.
